Helios Applications' owner is Dave Rowsey. Dave graduated from Harry Ells High School in Richmond, California. He obtained a Bachelor of Science degree in Administration of Justice from San Jose (CA) State University. In 1995, Dave completed his Master of Public Administration degree at
California State University East Bay (formerly known as Cal State Hayward) with an emphasis in public
management.
Dave had a career spanning more than 27 years as a police officer with the San Francisco Bay Area Rapid Transit District (BART) Police Department.
He and his wife, Vera, were married in 1981. They have two children, Juliette (with husband Ryan and son Ryley) and Melanie.
